Jeffrey S. Klare - CEO

Jeffrey S. Klare is the founder and Chief Executive Officer of Hire Disability Solutions, LLC an employment consulting company assisting corporations and organizations in the management of inclusion and diversity in the workplace. Mr. Klare serves as a consultant to many of the Fortune 1000 on the issue of Disabilities and Employment.

Prior to founding Hire Disability Solutions LLC, Jeffrey Klare spent over 20 years in Human Resources. Mr. Klare has been instrumental in creating job opportunities for men and women left out of the world of work due to a disability or life direction. Mr. Klare was an Executive Board Member of the President's Committee on the Employment of People With Disabilities and former Chairperson of the New York State Rehabilitation Council and past Chair of the Employment Committee. He also Chairs the New York State Business Leadership Network and has been Chairperson of The New York State Disability Mentoring Day Committee; in addition to these accomplishments he served as Principal for a day in 1999 and 2000 for the NYC School System working with children with special needs.

Mr. Klare has lectured on issues regarding employment and disabilities to organizations ranging from Columbia School of Business in New York to Creative Employment Options in Iowa. He has also appeared on the Weekend Today Show and has been featured in Fortune Magazine, Crain's New York Business, The Daily News, The Bergen Record and Bloomberg Radio.


Debra Ludwig - Managing Director

Debra Ludwig is the Managing Director of Hire Disability Solutions LLC. Ms. Ludwig has extensive experience in Human Resources and Employee Relations with a unique talent for drawing candidates from a diverse population to create an environment of inclusion, regardless of age, ethnicity, sexual orientation, religion, gender or disability.

Ms. Ludwig has vast experience in Executive Presentation, Leadership Development, Executive Negotiation, Global Operation, Conflict Management, and Strategic Management & Planning. Ms. Ludwig's experience began with Kelly Services as Director of Operations, where she directed the daily activity of the New York City/Long Island region with a multi-million dollar volume. Ms. Ludwig managed the Partnered-Staffing, Kelly Select, Technical, Marketing and traditional Temporary Help divisions to meet needs and assure customer satisfaction. Her responsibilities included increasing growth of divisions by meeting and exceeding defined goals, analyzing market trends and conditions, and managing partnerships with secondary, minority and diversity services to enhance customer relationships.

Ms. Ludwig has over twenty years of corporate experience in the commercial staffing industry and has worked extensively with individuals with disabilities. Ms. Ludwig's unequivocal commitment to working with individuals with disabilities has resulted in her learning American Sign Language, and the formation of partnerships with the National Center for Disability Services, Lexington School for the Deaf, and other non-profit organizations.


Kelli Rubin - Director of Sales

Kelli Rubin is the Director of Sales for Hire Disability Solutions, LLC. Ms. Rubin is charged with the responsibility of marketing and promoting Hire Disability Solutions’ services and for focusing organizational awareness on the importance of the inclusion of persons with disabilities into the workforce. Ms. Rubin’s Sales and Relationship Management experience spans over 15 years. Her wide range expertise plays a pivotal role in Hire Disability Solutions’ ability to forge alliances with key organizations nationwide.

In her previous position as a Field Manager for a major Insurance carrier, Ms. Rubin, a top producer, recruited and trained a team of diverse sales agents. Her fields of expertise includes; Corporate Presentations, Marketing and Management Training. Ms. Rubin became critically aware of the need for improved employment options for persons with disabilities when her mother was diagnosed with a disability ten years ago. Since then, Ms. Rubin, a successful entrepreneur and sole Proprietor of Déjà vu, an antique business for over twelve years, has championed the cause of ensuring the inclusion of persons with disabilities into the workforce by actively recruiting persons within the disability community to serve on staff at her business.

Ms. Rubin’s mission is to strive to make corporations aware of the need for the inclusion of both persons with disabilities and of Veterans into the workforce.


Tarin Tomlinson – Director of Transitional Services

Tarin Tomlinson is the Director of Transitional Services for Hire Disability Solutions LLC. She also provides recruiting and placement services for Employment Solutions, a division of Hire Disability Solutions LLC. Ms. Tomlinson integrates a Human Services background with her extensive Human Resources experience to provide candidates with the knowledgeable, individualized focus that is required for the long term success.

In her current capacity as Director of Transitional Services, Ms. Tomlinson works with local businesses to procure internship opportunities for special needs high school students. As a part of Hire Disability Solutions LLC “Transitions” program, Ms. Tomlinson works closely with students to identify and assess long term career goals. She also conducts coaching seminars which have been designed to improve overall career readiness of the students in the program.

Prior to joining Hire Disability Solutions LLC, Ms. Tomlinson worked in the retail industry where she was an integral part of her company’s Employee Relations programs and diversity initiatives. Ms. Tomlinson’s dual exposure to the Human Services and business sector makes her uniquely skilled at identifying and negotiating both employer and employee needs. Through her recruiting and placement efforts with Employment Solutions, she continues her commitment to ensuring a diverse workforce that includes persons with disabilities.


Carole Weinstein - Consultant

Carole Weinstein is a global facilitator whose diverse career in adult learning,diversity, human resources outsourcing, and people development spans education, hospitality, public and private sectors. Carole has worked as an HR Director, a VP of HR, a VP of Diversity & Work Life, and an Internal Consultant. Carole offers services individually or when necessary calls upon her extensive network of colleagues.

Carole's work and consultation has included HR audits, needs assessments, conference design, strategic planning, surveys, change management research, organizational culture inventories, focus groups, presentations, workshops, employee handbooks, facilitation, learning design, delivery, and evaluation, diversity program design, participation on panels and councils, teaching, and consulting. Carole has presented at the Conference Board's Global Diversity and Annual Diversity Conferences, the Linkage-inc. Summit on Leading Diversity, Panels at the Linkage Human Resources Masters Symposium and the Human Resources Outsourcing Association (HROA). Carole has also served on the Conference Board's Diversity Council III. Carole's Diversity Consultation work includes cultural diversity, designing and delivering diversity and inclusion training, strategic planning for diversity, and integrating diversity, HR and change management.

As an adjunct faculty member with five universities which include New York University, Manhattanville College, Capella University, Pace University, and Webster University, Carole designs curriculum and facilitates graduate and corporate learning courses and certifications in Training and Development,Instructional Design, Human Resources Certification, Human Resources Management, Staffing, Outsourcing, Business and Organizational Communication, Organizational Development, Management and Leadership Development, Cultural Diversity, and Change Management.

As a Conference Designer and Facilitator, Carole plans, designs, and leads three annual conferences with the Conference Board. These include: Human Resources Outsourcing, Solving Tough Issues in Human Resources Forum, and Diversity.

Carole is A.B.D. from Teachers College, Columbia University, holds a Master's Degree from City College, and a Bachelor's from Brooklyn College. Carole is also certified in Human Resources, Diversity, Net Speed Leadership, Teaching, and DDI programs. Additionally, Carole is a member of the following professional associations: International Society for Performance Improvement (ISPI), Society for Human Resources Management (SHRM), Human Resources Planning Society (HRPS), Human Resources Outsourcing Association (HROA) and Bermuda Society for Training and Development.


David Brewer - Consultant

David Brewer currently manages the development of TransQUAL Online: tools and professional development materials to promote improvement of secondary education programs under the New York State Education Department. For the New York City Department of Small Business Services under a federal grant, he is managing the development of Universal Access-NY: an online tool to measure and improve access to the Workforce Development system for all one-stop customers. He provides technical assistance to secondary special education programs in New York State under contract with the New York State Education Department. He has over thirty years of experience working the area of special education and transition from school to adult life, and holds a Permanent New York State Teaching Certificate in Special Education.

Mr. Brewer is an integral component to the Training and Development division of Hire Disability Solutions. Mr. Brewer received both his Undergraduate and Masters Degrees in Education from Portland State University.


Hannah Rudstam - Consultant

Hannah Rudstam's interests revolve around finding new ways to reach employers about disability and employment issues. Since the passage of the Americans with Disabilities Act (ADA) 15 years ago, a significant body of training on the ADA has developed in both the private and the public sector. The emphasis of this training effort has, understandably, been to disseminate information on the ADA with the aim of enhancing compliance. But research has shown that, though the ADA has had some impact on issues such as accessibility to built environments, its power in impacting the economic life conditions and employment rates of people with disabilities has been limited.

Making inroads into improving the work life and economic conditions of people with disabilities necessitates moving beyond program models and learning methods that are based on a simple, one-way dissemination of information. New and different methods for reaching employers must be developed that are based on a deeper understanding of everyday workplace culture and of how employers actually make decisions that profoundly impact the work lives of people with disabilities, such as hiring, promotion, development or termination.

Ms. Rudstam's work revolves around finding new program approaches to employment and disability training programs that capture this deeper understanding and that replace simple information dissemination with a more participative, consultative framework. She would like to base these new program approaches on research on "successful" workplaces--workplaces where the talents and contributions of employees with disabilities are fully engaged. These elements of best practice can then provide the basis for developing more powerful organizational interventions.

Ms. Rudstam is a key member of the training and development division at Hire Disability Solutions. Ms. Rudstam received her Bachelors of Science in Psychology and Anthropology from the University of Wisconsin, her Masters of Science in Educational Policy from the University of Wisconsin, and her PhD in Adult Learning: Program Planning & Evaluation from the University of Wisconsin.
